Setting Up Remote Play

Alright, So I just put rogero 4.31 on my PS3, and I am looking how to work the Remote play on my vita. I am trying to connect my vita but no luck. I live in a college dorm, so the wifi doesnt work, how do I go about setting it up through a private network? And when I try to register as a mobile phone like i have been told to do, it doesnt work. Is this still neccesary? Basically I'm wondering the steps I need to go through in order to make the process work so I can start remote playing the games.
