PS3 FTP Help

I'm on cfw 4.21 and on a windows 7 x64 machine and I'm trying to set up a FTP but I keep getting server refused. The connection is through ethernet going from my computer to the ps3 so there is no ports being blocked and I also have the firewall off. I've checked the FTP service in windows programs and features, i've also used the IP from my ps3. I was using openpf3ftp for the server since blackb0x wouldn't work. Any suggestions?
